Every year the same phrase appears in coverage of South Asia: the monsoon has turned deadly again. The rainfall totals, though, often look ordinary. What has changed is the shape of the rain, and what sits underneath it.

What the monsoon is

The mechanism is seasonal, not stormy. Land heats faster than ocean through spring; the air above the Indian subcontinent rises; moist air is drawn in from the Indian Ocean to replace it; that moisture hits the land and the Himalayas and falls as rain. In winter the pattern reverses.

The result is that most of India’s annual rainfall arrives between June and September. Agriculture, reservoirs, hydroelectric generation and groundwater recharge all depend on it. A failed monsoon is a national economic event.

Why the same total causes more damage

Warmer air holds more water vapour — roughly seven per cent more for each degree Celsius. Warmer seas evaporate more readily. The consequence is not necessarily a wetter season overall but a burstier one: longer dry spells punctuated by downpours that deliver a week’s rain in a few hours.

Drainage systems, soil absorption and river channels are all sized for a rate, not a total. Exceed the rate and everything downstream fails at once — which is why a season can produce “normal” rainfall statistics and record flood damage in the same breath.

Dry spells make it worse rather than better. Baked ground sheds water instead of absorbing it, so the first heavy rain after a dry period runs straight off into rivers.

The part that is not climate

It would be convenient to attribute everything to a warming atmosphere. The ground-level picture is more mundane and more fixable.

Where people live. Floodplains are flat, fertile and near water, which is why cities expand onto them. A flood that once covered fields now covers houses.

Surfaces. Concrete and tarmac do not absorb water. Urban flooding in South Asian cities is frequently a drainage failure rather than a river failure — water with nowhere to go.

Embankments and dams. Embankments protect the land behind them and raise the river bed over decades, so a breach is more catastrophic than the flood it prevented. Reservoir operators holding water for irrigation may be forced into large emergency releases, sending a surge downstream at the worst moment.

Slopes. Deforestation and road-cutting on Himalayan hillsides remove what held the soil. Most monsoon deaths in mountain districts are landslides, not drowning.

How people actually die

The official categories are worth knowing, because they explain why the toll accumulates in ones and twos rather than in a single event: wall and roof collapses in saturated buildings, electrocution from submerged wiring and fallen lines, drowning in fast water that looks shallow, landslides burying homes at night, and lightning, which kills a significant number of agricultural workers caught in open fields.

Almost all of these are preventable by measures that are unglamorous and locally administered — building standards, drainage maintenance, early-warning systems that reach villages, restrictions on floodplain construction. None of them makes news, which is part of why a season that kills hundreds is reported as weather rather than as policy.
